What's the efficient IT Management?

I'm just working almost two years for manufacturing industries as a IT administrative assistant. During two years experience, I'm keeping to ask me the question - what's the efficient IT Managent? especially for a manufacturing factory.

There are several problems for IT management in the company I'm working on...

  • Too many systems for limited IT management people.

  • Too many bugs of systems due to the lower input for the development and maintenance.

  • Too many steps and unnecessary reports to conduct tasks.

  • Unable to appeal tasks we do for the management level officers.

There are several contradiction for IT management as well...

  • Pay for money for better quality VS. Pay for lower money due to the limited IT budget

  • Too much pay for IT administrative people VS. Government policy to restrict outsourcing people

  • No bugs of system stands for good quality VS. No bugs of system means nothing for weekly report and subject to blame from Seniors

  • Cooperation will lead to better work performance and synergy effect VS. Too many workload results in conflits and no co-work each other
